Is The Slogan Adopted By The Two Turkish Tribes-"One Nation Two States" Dead?

Like all authoritarian leaders, Petro-Dictator Aliyev has a desperate need for myths destined to boost his ego, and to reinforce the narrative that he was selected by a “Divine Decree” to build a nation capable of challenging the might of the three main empires (Iran, Turkey, Russia) that cast a long shadow on the Caucasus since The Treaty of Turkmenchay was signed in 1828.

Like all authoritarian leaders, Petro-Dictator Aliyev believes that his biological family is the “Chosen One” with the manifest mission of turning the landless “Caucasian Tatars” into a mighty nation with a unique role in the Islamic world under the guidance of the Organization of Islamic Cooperation (OIC), and a shiny status in the Turkic nations united under the banner of the Organization of Turkic States (OTC).

But no matter how many organizations Aliyev joins, and how many expensive designer suits end up in his wardrobe to polish his image, Aliyev is a mobster who rules “Azerbaijan Inc” like a personal fiefdom. The previous statement is not a personal opinion but a conclusion shaped by U.S. diplomats stationed in Baku, who depicted Aliyev as The Don Corleone of Azerbaijan. Like all dictators, Petro-Dictator Aliyev hates “Cognitive Dissonance” - the psychological discomfort (Neurosis) experienced when a person’s beliefs are undermined by uncomfortable facts promoted by friends or foes determined to impose their own political agendas on a dynasty that has survived, since its inception in 1991, on a distinct hatred for Armenia and the long list of lies that only the Aliyev family (husband and wife, President and Vice-President) and the Aliyev family exclusively, can propel the nomadic Caucasian Tatars into an empire that will last 1000 years.

Ever since the end of the 44-Day War in November 2020, Aliyev invested millions of dollars to propagate to the 10.2 million citizens of Azerbaijan, the narrative that it was his personal prowess, mental acuity, and visionary moves that secured the victory sought by Azerbaijan’s Armed Forces since the end of the First Artsakh War (1989-1994), and remained elusive until November 2020.

On more than one occasion experts from Turkey and analysts from all over the world did not endorse Aliyev’s cherished single-handedly achieved “Victory” story. By the end of November 2020, it became obvious that The Armed Forces of Armenia had to wage a brutal war against five enemies ( Azerbaijan, Turkey, Pakistan, Israel, and Islamist mercenaries from Syria).

Three Turkish Generals played a vital role in securing to Azeri troops an absolute dominance of Artsakh’s air space: Lieutenant General Sheref Ongay, Major General Bahtiyar Ersay, and Major General Goksel Kahya.

Six hundred Turkish officers/advisors were also supporting the Generals and coordinating UAV strikes, while chaperoning Azeri officers who became “busboys” and shoe shine boys complying, like obedient dogs, with every order issued by the Turkish Officers. Azeri Generals who dared to express their annoyance with the Turkish presence were dismissed from The Azeri Army, under the pretense that they were spies or incompetent fools. The most prominent example is the Azeri Colonel General Nejmeddin Sadikov.

More than two hundred Pakistani Officers were evaluating new military hardware sold to Azerbaijan’s Armed Forces, and instructing idiots about the proper use of advanced equipment that represented a serious challenge to Azeri soldiers with pea-sized brains.

Israeli Military Satellites and communication monitoring stations built in Azerbaijan were securing advance intelligence about Armenian troop movements. Also passing to Baku communication intercepts, involving critical assessments of the decision making process of the political establishment in Yerevan, and the feedback relayed to the Prime Minister’s Office by Armenian field commanders in Artsakh.

Thousands of Islamist mercenaries shipped by Turkey from Syria were used as disposable cannon fodder to spearhead assaults on Armenian fortified positions, simply because Azeri soldiers did not have the courage or the tactical skills to confront Armenian soldiers determined to defend, to the bitter end, the Fatherland.

When Sultan Erdogan irritated Aliyev with accusations that he is marginalizing Turkey’s valuable contributions to the victory of the 44-Day War, Aliyev replied;

- “We have achieved a Victory unprecedented in the world, and I repeat once again, we achieved it entirely on our own.”

- In our quest for victory “Whatever we acquired, we purchased with our own money. That includes all our weapons, which we purchased at world market prices—down to the last bullet.”

- “Not once were we given even a single manat or a single dollar in discounts. In fact, sometimes we were charged prices several times higher than world market prices, and we were forced to turn a blind eye to it. Therefore, this is a very serious matter.”

The pronouncements made above by Azerbaijan’s President, seriously undermined the letter and spirit of The Shusha Declaration signed on June 15, 2021, by Petro-Dictator Aliyev and Turkish President Sultan Erdogan. The document glorified the slogan that henceforth, the two Turkish tribes were to be considered “ONE NATION TWO STATES.”

In early October 2026, the spat initiated by Big Brother Turkey reached a boiling point. Two more accusations surfaced;

a) Blaming Aliyev’s regime for using secularism as a political tool to ban the Islamic requirement of the headscarf in Azerbaijan’s public schools, supposedly imposed by The Quran to promote modesty in women.

b) The close bonds established by Azerbaijan with Israel, when The Quran explicitly bans Muslims from forging any form of friendship or political alliance with Jews. Erdogan, in well choreographed messages targeting Aliyev, implicitly pointed out to Surah Al-Ma'idah (5:51):

“O you who believe! do not take the Jews and the Christians for friends; they are friends of each other; and whoever amongst you takes them for a friend, then surely he is one of them; surely Allah does not guide the unjust people.”

Several Turkish Islamist organizations held multiple rounds of protests outside the Azerbaijani consulate in Istanbul, and emphasized the need for Aliyev’s regime to lift the headscarf ban and desist from cooperating with the “Genocidal” government of Benjamin Netanyahu.

Ahmet Kerim Artuk, a Muslim scholar who supported the protesters argued that “‘Because of its secular authoritarianism, Islamophobia, and its collaboration with Zionist oppressors in foreign policy, this administration cannot be our brother. The Baku administration has added the tears of our veiled Azerbaijani sisters to the blood of our martyrs in Gaza…” Mr. Artuk was echoing the sentiments of Sultan Erdogan who hated “Secularism,” and for decades promoted the views of the founding father of the “Muslim Brotherhood” Sayyid Qutb. Readers interested in exploring the views of Qutb can consult the following article written by Paul Berman, titled: “The Philosopher of Islamic Terror”.

Petro-Dictator Aliyev did not waste time to convey his disgust with the onslaught of Turkish defamatory accusations undermining “Secularism” in Azerbaijan, while insisting that Azerbaijan’s close political and military alliance with the Jewish State must end in the name of Islamic unity and solidarity with the Palestinian cause.

Azerbaijan’s governing party, Yeni Azerbaijan Party (YAP), voiced serious concerns that the Turkish drive to unravel the secular regime of Azerbaijan has become “... more aggressive and systematic recently and has acquired a clear defamatory character, especially with the participation of the person who holds the title of senior advisor to the President of the Republic of Turkey and members of parliament belonging to the ruling Justice and Development Party in such a campaign.”

YAP officials emphasized that the government of Azerbaijan has a legal and moral obligation to implement Legislative Amendment 434 requiring the integration of the principles of secularism into the existing “Public Education Law.” The legislative amendment clearly meant that teachers and students cannot go to school with any outfit associated with the requirements of a religion.

YAP officials highlighted also that the slogan “One Nation Two States” cannot be exploited to shape Azerbaijan in the image of Turkey’s ruling party-The Justice And Development Party (AKP). “What is being discussed here is precisely one nation and two independent states. This principle does not, under any circumstances, constitute a basis for one state to interfere in the internal affairs of another state or to impose its political and ideological approach on another state.” In other words, YAP officials were clearly stressing to Turkey that Aliyev will never tolerate Turkish interference in the internal affairs of Azerbaijan.

Will the religious and political accusations and counter accusations drive a wedge between Baku and Ankara? Will the unequal power dynamics between the two Turkish Tribes (Azerbaijan, Turkey) create a chasm where ideological imperatives will overrule political expediency? Highly unlikely.

Erdogan intentionally shaped a marriage of convenience knowing well that the bonds uniting Azerbaijan with Israel are stronger than Aliyev’s insistence that the Organization of the Turkic States (OTS) will be the main priority and focus of his government’s foreign policy.

On 14 February 2024, the re-elected President of Azerbaijan, Ilham Aliyev, proudly pointed out that OTS “...is the main international organization for us because it is our family. We have no other family. Our family is the Turkic world...” Aliyev, in a moment of selective amnesia, trivialized the fact that OTS-the family does not necessarily support the policies of the senior brother Turkey.

OTS members Azerbaijan, Kazakhstan, Uzbekistan, Kyrgyzstan, Turkmenistan have all established diplomatic relations with Israel, purchased weapons and military hardware, and exported a long list of products to Israel, but do not necessarily condemn the genocidal policies of Israel in Gaza and The West Bank. And while Turkey is the only country on our planet that has recognized the Turkish Republic of Northern Cyprus as a sovereign State, none of the OTS members shared Turkey’s position in the name of Pan-Turkic solidarity.

Needless to mention that less than a month ago despite the simmering tensions and inconclusive arguments about what being a Turk means, and how the wider Turkic family (OTS) should relate to the Big Brother Turkey, Aliyev signed a $500 million dollar defence contract to stimulate the Turkish economy, and underline the fact that ideological differences cannot disrupt the principle of “Business As Usual.”

While Erdogan and Aliyev clearly disagree on a long list of contentious issues, they are vehemently committed to the protection of their biggest asset in Armenia-PM Nikol Pashinyan.

Both autocratic leaders made valuable contributions to Pashinyan’s electoral campaign and the victory he scored in June 2026. In return, Pashinyan expressed his gratitude to his Turkish overlords by declaring in August 2026 that his newly formed government has approved a “2026–2031 Plan“ to hammer the final nail in the coffin of “The Third Republic” and create a “Real Armenia” or “The Fourth Republic” shaped and colored by the dictates of Erdogan and Aliyev.

How did we allow a sociopath to reach The Office of The Prime Minister of Armenia for the third time (2018, 2021, 2026), despite knowing well that he harbored a pathological hatred for Armenia and its heroes? You might be able to find the answer here.
