Winning The Next War In Artsakh

 

We all know that the trilateral agreement reached on November 9, 2020 froze the military hostilities in Artsakh without delineating, with reasonable precision, the boundaries of the Armenian territories to be surrendered to Azerbaijan.

On multiple occasions the Petro-Dictator Aliyev and the Neo-Ottoman ruler of Turkey Erdogan, did point out that the November 9, 2020 agreement does not inhibit, in any way or manner, Azerbaijani and Turkish commitment to liberate from Armenians the entire territory of Artsakh and return it to full Azerbaijani control.

The bellicose attitude adopted by Turkey and Azerbaijan, and the multiple declarations made since November 09, 2020 by Aliyev and Erdogan, clearly point out that the presence of a Russian “Peace Keeping” force in Artsakh will not deter both countries from implementing their political agenda of “Total Control” of Artsakh. The decision is irreversible, only the timing remains to be determined.

An overwhelming number of experts, diplomats, and analysts agree that ineluctably Armenia will be facing another war. Mastering the science and the art of war requires from the leadership of Armenia and Artsakh to have a good knowledge of the external enemies (Turkey, Azerbaijan), and  be ready to neutralize the presence and damaging activities of the internal enemies of Armenia and Artsakh.

The list of the internal enemies of the Armenian nation starts with the oligarchs, who since the independence of The Republic of Armenia plundered the public treasury to amass private wealth in Armenia, foreign countries, and offshore accounts. Plundering the public treasury, and encouraging an endemic corruption in the state bureaucracy, deprived the Army of valuable hardware badly needed to match the advances achieved by the external enemies of Armenia, and condemned the average Armenian on the street to a life slightly above the poverty line.

On the list of the worst economies of the world back in 2009, Armenia was included in the “10 Worst Economies of The World”. Economist made the following observation: “At No. 2 is Armenia, whose economy shrank by 15% in 2009 as an expatriate-financed construction boom fizzled along with the world economy.  With a mediocre growth forecast for the next few years, this landlocked former Soviet republic, dependent upon Russia and Iran for virtually all of its energy supplies, is struggling to keep up with the rest of the world. Per-capita GDP of $3,000 is less than a third of neighbouring Turkey…Corruption in Armenia is one of the worst in the world. On a scale of 0 (highly corrupt) to 10 (highly clean) Armenia’s score is 2.6 on The World’s Corruption Index of 2010.

After almost a decade of anti-corruption efforts and major changes introduced to stop the haemorrhage of money from the state coffers, Armenia’s GDP per capita made it to 4,212.07 USD (2018), an amount totally inadequate to wage a war of attrition against two enemies, Turkey and Azerbaijan.

A good start to recover the revenues looted by Armenia’s top oligarchs and state bureaucrats would be the investigation of the individuals listed in the “Panama Papers” scandal. A preliminary list, compiled by The International Consortium of Investigative Journalists (ICIJ), includes dozens of Armenians suspected of hiding in offshore accounts personal wealth obtained by fraud, embezzlement, or plundering state revenues.

Armenia’s Special Investigation Service should join the effort of winning the next war by launching a relentless offensive against the internal enemies of our nations, and with an iron resolve struggle to return to state coffers the billions of Dollars stolen.

THE SHIELD OF THE SPECIAL INVESTIGATION SERVICE OF THE REPUBLIC OF ARMENIA

Accordingly The Government of Armenia should make sure the confiscated illegal wealth is used to purchase modern equipment for the Army, to allocate financial support to veterans who were severely injured and cannot be reintegrated into the civilian workforce, and last but not least to support the orphans of martyrs who made the ultimate sacrifice to protect Artsakh and Armenia from a guaranteed “Ethnic Cleansing” had Azerbaijan and Turkey continued the offensive beyond Nov. 09, 2020.

Imposing a new Tax, on a heavily burdened population, to compensate for Artsakh’s war losses is not the right move. Prosecuting robber barons, confiscating their illegally obtained wealth, and a fair redistribution of revenues to those impoverished by a badly miscalculated war is the right move.
